Good! Rich, it is nuts to put a naked circuit board on top of a battery.
It's an accident waiting to happen. As you so eloquently put it:

Hokay, you vant cheap, I got cheap...
Put the regulator in a zip-lock plastic sandwich bag. Run the wires out
the opening, and zip it closed. Run a hot soldering iron over the seam,
wires and all. The heat will melt the plastic and fuse it to the
insulation on the wires. Obviously, you have to use external load
resistors.
