Hi Shari and Others,

When I worked for an auto dealer, Interstate was the vendor.( Phoenix, AZ)
They were the ones who did the charging for cores not returned. We had to
pass the charge onto customers when they didn't have a core, otherwise, we
just broke even. My guess is that they make a few bucks on the lead
recovered and penalize those who don't provide any when buying a new
battery.
