You need two controllers.

1) A motor controller to adjust the power going from the batteries to the
motor to propel the car down the road. This one is controlled by the driver
to allow him to adjust the speed of the car to the ambient driving
conditions.

2) An engine controller to adjust the power being taken from the gasoline
and put into the batteries. This controller is outside the control of the
operator (except for starting and shutting off the car at the beginning and
end of the trip.) This controller's job is to keep the batteries full during
the drive.

Lee Hart explained the first controller well.

A second option for the second controller is to use an AC alternator (called
generators in the store) and convert the AC power to DC power in the battery
charge controller. This can be accomplished with a big battery charger (A
PFC-50 comes to mind) that runs off a 120 or 240 VAC generator (like Generac
or Honda).

The generator has a speed governor that keeps the engine at 3600 RPM to keep
the line frequency at 60 Hz. The battery charger is there to keep the
batteries happy.

When the throttle is depressed by the operator, the battery voltage drops
and the charger demands more power from the generator and the throttle on
the engine opens to keep the engine running at 3600 RPM.

When the operator cuts back on the throttle, the charger backs off the
current to keep the battery voltage from getting too high causing the engine
governor to back off the throttle to keep the engine at 3600 RPM.

This is a simple series hybrid using commonly available off the shelf
components.
