Well, I took everything apart today to find out what the damage was with 
the rain water hitting the MKII regs.
I checked the voltage on all the batteries, and even though I had several 
regs "regulating" lights come on (while the regs were wet), apparently only 
1 battery was significantly drained.
I took all the regs out, most were wet, and 3 had noticeable corrosion 
(apparently they've been wet before), and 3 blown fuses (not all the 
corroded ones though).  I cleaned them all up, dried them off, and I'm 
coating them with a few coats of clear enamel. (carefully taping over the 
pots, connectors, and heat sink).  This should help keep future water from 
hurting them.
I'm also figuring out ways of mounting them, and in some cases little 
umbrellas of plastic, so they don't get wet even when the Sparrow leaks.
