Bob there is no 'stupid' limit on GEM purchases, but
as we can see the media is quick to put blame on the nEV
rather than the owner (stupid is as stupid does). 

I wonder how many GM ads the NY Post has, and if this wasn't
over emphasized? GM is telling CARB nEVs aren't safe,
yet giving away nEVs to campuses to get the ZEV credits
with out making an EV the public can drive on the
highway.

Perhaps we could turn this around and send the media a 
'wake up stupid' call. A electric heater fires aren't written
as an outcry to ban all electric heaters.
