Changing to a high-speed gear in a GEM was a popular modification out here in 
Arizona not too long ago. If I recall correctly, that gave a two-seater GEM a 
top speed of *roughly* 40 mph. I can't recall the name of the place, but there 
was a shop here in town that stocked the gears for that job. I'm sure a bit of 
digging around would reveal a local shop that services GEMs and would maybe 
have the scoop on acquiring such a gear for you.

And if you're worried about maintaining LSV/NEV status, just parallel a 5k ohm 
resistor on your potentiometer when going through inspection. That should keep 
you well below 45 mph. ;)
