Electric motors just convert electric energy input (KW) into mechanical
energy output (horsepower). So you can't give the power rating of an
electric motor without also specifying what is supplying the power (the
controller and battery pack for an EV). If you put more power in, you
get more power out!

The second factor is how long the motor can do this before it overheats
and fails. Depending on the motor, you can get 2 times its
continuous-duty rating for 1 hour, 10 times for 1 minute, etc.
