Not so happy charging. Induction to frame.

Well everything on the Aspire is hooked up and charging sort of. I went
with a higher voltage and blew out all four fuses on the Rudman regs on the
negative battery of each 120v string. I balanced all 30 of the the pots as
well as I could to 10.1 v. Total pack charging voltage of 151.5. I found
two batterys at this point that didn't seem to need the regs and put their
regs on the two negative batterys. One is solid green but keeping the
voltage where it is needed. The other is flickering very fast and keeping
the voltage also. I will have to check the un regulated batteries
carefully.
There is also induction of 1.3v and .25v to positive and negative at rest.
When tested on charge it was 45v to both sides tested to the frame. Is this
normal? I haven't hooked up the DC to DC yet and the controller isn't
hooked to the bat pack yet either. Should I hook up a light bulb to see if
there are any actual amps flowing through?Lawrence Rhodes.....Am I in danger
here??????????
