Whew! You don't ask for much, do you? This would be a tough
specification to meet even if you included ordinary gasoline cars! :-)

I would say that a custom-designed mass-produced EV could meet such a
standard. However, there is no such thing. To meet it with a hand-made
one-off EV would require something tricky. For example, buying some
conversion EV cheap, fixing it, and letting most of the $20,000 pay for
battery packs.
