..0.  First prove it can be run _profitably_.  
If you, the gasifier producer can not do it, who else can?
Build it, pipe gas to a gen set, plug that to the grid, 
dump in fuel, fire it up, sell power and pay your taxes.

..3 minutes?  On their first try?  Not bad.  ;-)
