Dear All,
It appears to me that Mr. Fujiura is talking about char (activated carbon) after it has been used in water treatment plant for removal of Chlorine.
Well if this is the case, then ordinary steaming the char can declorinate it by volatilising out the chlorine it had absorbed from the water.

time, we are planning to install pyrolysis facility.
 
In order to use char from MSW for some application, I think
we have to make the char dechlorinated.

me any information regarding this issue, I would be really grateful.
