GAS-L: Spontaeneous combustion/Arson on chips stores

A little help please

I have just had a serious query passed to my by a clients insurers.

Does anyone have any data on the likelihood of bulk chip or pellet stored
catching fire—(assume dry chip fuel <20% w.b (wet basis))

What is the likely hood of combustion should a fool throw a match or lighted
cigarette into the fuel store.

Is the likelihood of ignition and serious fire greater than for flammable
liquids as in Heating Oil?
Any official reports/investigation references would be particularly welcome
along with the combined weight of your professional opinions.
