You might want to check out the composting toilet section of the Green Building
Sourcebook at http://www.greenbuilder.com/sourcebook/CompostToilet.html
Composting toilets can be "low-flow" (use a small of water to flush) and
centralized in a big tank (it sounds like that's the kind of system you saw) or
they can be the "dry" kind that most of us think about when we think "composting
toilet".
