My understanding is that DOE is charged with putting together a national
plan.  We should read, comment on, and implement, our national plan as much
as possible.  I looked over "a" DOE plan in the past and in the area of
increasing commercial building efficiency their plan indicated a
transitional roll for stationary fuel cells.  I am currently looking for a
"killer" application for stationary fuel cells in our building inventory,
in my spare time.  The Pacific or California region of GSA is working to
help develop BACnet, ASHRAE's open data communication protocol for building
automation and control networks.
