GBlist: Paint Remover

I am looking for a non-toxic, or as close to it as I can get, way to remove
latex paint that has been applied over oil base paint. After removing the
latex that is peeling off I need to paint over the oil base with a low VOC
paint. Has anyone done this before or know of products that would help me?
