This is a table of financial incentives across the US:

Subject: GBlist: incentives and selling back electricity in Virginia
My question is similar to Gavin's. We are considering solar power
generation for a house in rural Virginia, and I am wondering whether
power companies here purchase back surplus electricity generated by
users. Anyone had experience with this in this state?
It had not even occurred to me to look into incentives provided by the
state for use of solar power. If there is a similar site to the one
sent in for Massachusetts, I'd love to know about it.
Thanks,
David Peabody
