Lightolier makes a number of fixtures that might work for you.  Most of their surface mounted ceiling fixtures now have a fluorescent option.  It gets trickier -- and much more expensive-- with their recessed fixtures.  You might get away with $150 for one of these.  If you want a dimmable fluorescent downlight, forget it!

Any architectural lighting distributor will have their catalog.
