I know they don't now. However, this was announced as something on the way at our last green building committee meeting here in Scottsdale.

In answer to at least part of the original poster's question, I think the easiest do would be related to insulation, glass and roofs.

Energy provisions are incorporated into building codes, but they do not
constitute national standards, because there is no national code. States
(and in some cases, localities) have to choose to adopt code individually.
