The actual R-value of a glass block assembly will differ from the R-value of an individual block - typically the R-value will be less at the edge of the block than in the center, and the mortar used to bond the blocks will have a lower R-value.

Perhaps ASHRAE fundamentals lists this.  You could also try contacting the Building Energy Research Department at Lawrence Berkeley Laboratory.
