After I re-read my last posting, I must ammend the statement where I
suggested that individuals stick to the practices of their local community.
 By 'practices', I did not mean specific building specs, rather I meant,
for instance, in building a foundation on/in fat clay, if no one in your
area uses post and beam construction in residential work, then it is
unlikely you are going to find a sub willing to do it for you, even though
this method may give you the best foundation.   You are therefore stuck
with either a shallow slab, a conventional basement, or
conventionalfootings and slab--for these latter options the local building
practices and code will likely require standard-minimum rebar; these
standards are most likely insufficient to mitigate a fat/marine clay problem.
