To answer the question posed in the title of this
thread, go to http://www.eia.doe.gov/neic/rankings/rankindex.htm and
select State Energy Consumption (PDF). Data (albeit from 1997) show
Texas handily beating out California in total energy consumption, while on
a PER CAPITA basis, California actually ranks only 48th in the nation. Of
course, being 48th in the US still means you're a power sucker, just not the
worst!

see who is using all the energy in the USA. All I can say is that I am glad I
have my solar panels.

Greedy societies get what they deserve... I would guess that the
energy consumption of California is greater than the whole of Africa
or China?
(Am I right?)
If people want to avoid blackouts, try using the 'off' switch. It's
not about peaking plants
