I think his point is that Toronto may be doing this already using Lake Ontario.  I can't tell what stage they're in from the website - www.enwave.com.

    Once again----! It is not that easy. It is not that simple. It sounds 
like a good Eco-way to deal with a high energy consumption problem, BUT...
1. It's not that efficient... 2. It does not deal with the humidity
factor...3. It creates condensation problems...4. The heat removal,
disposal, recovery properties of water are not good. Lets add salt to the
design and open a new can of worms.
     I don't say these problems won't be overcome someday, but right now
they haunt ahy design I know of.
