California Energy Commission just increased its buydown incentive for
renewable energy systems to  $4.50 per watt retroactive to February 18, 2001. 

For example if a $18,000 utility intertie solar system produces 13.3 kWh
per day (close to the national average amount of electricity used) may be
purchased for $9,000 instead of the previous $11,000. 

Including a $2,000 installation fee (you pay 50% of that) the total price
tag is $10,000. 

If you pay $0.20/kWh now, solar provides a 10% return on investment,
according to "RealGoods" Newsletter 5/31/2001.  If you pay $0.30/kWh (like
San Diego) solar provides a 15% return on investment.
