Dense packing the cellulose should make settling a non-issue in wall
cavities.  At density above 4.0 pounds per cubic foot, cellulose should not
settle at all.  Further, while I would not advocate using dense pack
cellulose as your air-barrier strategy, DOE Weatherization contractors (and
others) have had great success using dense pack cellulose to reduce air
infiltration/exfiltration in retrofit situations.
