Hi, Holly. If the concrete hasn't had time to cure properly, nothing will
work. There are treatments like FLOOR SEAL at
http://www.floorseal.com that can be applied to concrete to minimize your
liabilities but an adhesive can't do the work of proper mixing and curing.
For adhesives, Bostik makes some of the more environmentally friendly
products.

I am looking for suggestions for non-solvent, low VOC adhesives for
flooring that will stick to concrete in a situation where it has not had
enough time to cure. I am trying to overcome the problem of adhesion
and the water content of the slab. Thanks in advance for any help.
