is it building codes that cause sprawl??? 

i think (at least for Kansas City and St. Louis where i've lived)
that its crime and traffic (for me anyway) that causes people to 
want to bail out. not to mention, people like having yards 
and such that you can't have living in a high rise apartment building.

I will take any concern about greenhouse gas emissions seriously when cities
makes changes to building codes that would encourage high density and
discourage sprawl.
