This looks like Thin Film technology at least it is the same concept used in
the USA. The doping material, Titanium Dioxide sounds new but the process and
the product look the same.
Thin film was once touted to be the most promising way to make solar
electricity less expensive. There was even a non oil related company called
Advance Photovoltaic Systems, located in Fairfield CA. They produced the least
expensive solar energy panel ever.
APS had a 12 mega watt factory that produced solar panels for $1.75 per watt.
That is until they got sued for copy write infringement. The average cost for
a solar module is now over $4.00 per watt.
