Well, they both arrive on site on axles. Many "modulars" are no different 
than double-wide trailers in construction techniques or materials. Many 
trailer dealers are also modular dealers. Both trailers and modulars can be 
installed on permanent foundations. I guess if it looks like a duck and 
walks like a duck you could call it a duck....
