'T'ain't the way I've heard it, unless you wanna get real nitpicky about
what constitutes "on axles."  What I read is that with a mobile/mfd home
the structure must be built on a steel frame, to which axles are then
attached for transport; the steel frame is required to remain attached.  A
modular home, in contrast, does NOT need to be built on a steel frame, and
is usually placed on a truck for transport, from which a crane lifts it
into its appropriate place in the overall structure, which might consist
of several such modules though it could also be just two or three as in a
double- or triple-wide mobile/mfd.
