Hello Sacie:

You may be asking for the impossible. The most flexible material that I 
know is Stuc-o-flex (425-885 5085) and it is the hardest to finish 
smoothly. The same properties that make it flexible and rubbery  make it 
not want to slide under a steel finishing trowel blade.

We have found one good solution that has worked for masonry heaters with 
small stress cracks in the stucco - elastomeric paint. Thoro Products (305 
- 597-8100, don't know if the number is still good) makes one called 
Thorolastic that is basically a very rubbery latex paint. Looks like flat 
white latex when it dries. It comes in "brush grade" and "trowel grade". 
Haven't tried the trowel grade - perhaps it would give a smooth flexible 
finish.
