Suggest you look at two products :

Damtite:

Bricsnet Arcat -- Damtite Div. Thomas Waterproof Coatings

Damtite Waterproofer

This product will waterproof the inside of a cistern, but check with the manufacturer to see if it is rated for contact with potable water.

Other product to check is 86001 - SEAL from Palmer Industries Inc. This is a non toxic vapor barrier sealer that is rated for safe contact with food by the FDA.

The DAMTITE will certainly provide an excellent water seal, and if it is not rated for contact with potable water you can overcoat the DAMTITE with the 86001-SEAL.
