[GBlist] Importance of location re. requests



There are so many good sounding ideas for improving homes/new building projects on this site. Often, tho, I wonder if they would work in my climate. Perhaps knowing the general location where they are successfully implemented would be helpful.
Case-in-point: the last post of GBD, 10-29-'01 about retrofitting radiant-type heat under new floor. I have similar need, but live in SD with weather frequently ranging from low of minus 40% (sometimes several degrees worse!), to plus 110% or more in summer. My room being remodeled is in an existing walk-out basement, 35 years old with no insulation under floor, tile will likely be directly on concrete due to low  (7' 3") ceiling height. What are my options? Could I lay the tiles on some sort of blue board with the heat cables between the two? Grateful thanks for any advice or cautions, mj
