I've had some success with a rat problem by using the ultrasound plug-ins.  They emit a jackhammer-like sound that rodents can't deal with.  I've heard that they don't work forever, though.  Also, trimming trees so that branches are not within 10 feet of the house apparently makes a big difference.  Finally, rodents don't like mothballs, either -- the old kind of mothballs have a toxic chemical in them (something like naphthalamine... not sure that's it), but there are newer mothballs with a chemical that's safe for humans.  If you throw 3 or 4 mothballs into a knee-high stocking and toss them into the attic or basement or other entry-area where the smell won't get to you, too, it helps a lot.  The most important thing, though, is to seal off any entry area where mice might be getting into the house.  If you shove steel wool into any cracks or crevices, it keeps them from coming in.
