The standard references are ASTM c926 or the PCA Plaster Stucco Manual
produced by the portland cement associations and available from them or from
the Association of Wall and Ceiling Industries. I don't have copies or know
of any full texts available on the web. The cost was around $20-30 for the
PCA manual.
Aside from some of the technical information the basic specification is very
simple and universal - and similar to the specification used by many product
manufacturers, i.e. companies that produce premixed base, brown and finish
coat products, so you may find a reference for a specification under Imasco
or similar manufacturer.
The specifications used basically refers to the fact that the brown coat
needs to be screed to a level enough surface that the finish coat can be
applied to a nominal 1/8" thickness. Also that the surface needs to be
floated to allow a rough enough finish for finish coat adhesion.
If the brown coat is so roughly or unevenly applied that the finish coat can
not be applied evenly with a uniform thickness of plus or minus 1/8" then
it does not meet what would be universally considered 'workpersonlike'
standards for application of a brown coat.
here are two examples of common application specifications:
"Rod the second (brown) coat to a true, even plane, filling surface defects
with cement plaster and trowel-float surface uniformly after it has set and
when moisture is still present in it. (The float should not adhere to the
surface that is to be worked)."
"Brown coat shall be straightened to a reasonably straight and true surface
and surface floated and left rough with open pores for and adequate bond of
the finish."
