I'm not sure that I follow.
 
I've also lived in equatorial Africa, and have experienced well-designed buildings in a cooling climate.  I'm not advocating that we abolish mechanical systems in buildings.  But nor do I believe control systems are THE answer.  And the better the design and construction of the building shell (in the broadest sense, including addressing solar gain in cooling climates), regardless of the climate, the less need for mechanical control.  And if the need for mechanical climate control can be reduced, the importance of controls for the mechanicals may also be reduced.  I believe this is an important point in residential settings were many people don't know how to program their thermostats or even their VCRs.  People already don't know enough about how their homes operate, and thus often fail to maintain them properly.  Adding complexity may not be the answer.  On the other hand, paying attention to the simple details is almost certainly part of the answer.

So once again, location pops in and theory leaves the building. This is excellent in a heating climate but is not functual in a cooling climate.
