Yes, that's them.  I got to see them at a home show
this weekend and came to the same conclusion about the
limited applications for them. I also remembered
seeing them once in an older home on a busy street. 
The owner had used them to reduce the street noise but
preserve the lovely older windows. They did seem to
help.
