I would respectfully submit that it works in Europe where they also have 
snow, roofs, etc. and that one is unlikely to have on hand all that they 
would need for an 'emergency' repair without going to the hardware store, 
so why not also go for tools.  I also see no evidence that rakes and brooms 
need to always be on hand, except when one actually needs them to rake or 
sweep.  By your own example you haven't been to the tool shed since 
October...
As to the excess building supplies venues, one excellent example is the 
California Materials Exchange http://www.ciwmb.ca.gov/calmax/ which list 
everything from construction material to electronics.

with all due respect I don't think it is that practical. Certainly it is 
for rarely used tools (ex. I've rented chainsaws, floor sanders, pneumatic 
nail guns, etc...) but in the case of snow storms -- you need the 
shovel(s), sand and (since we would be sued) salt on hand. This takes 
space. Rakes, brooms for the others seasons, ladders for all seasons. 
(Branch hits your roof, leak, etc..) Oh, you need to store tar, tarpaper, 
flashing.
What I think would be truly useful, and would make a huge difference, would 
be a "salvation army" for excess building supplies, sections of sheet rock, 
half gallons of paint and watersealer, etc...
