  On Brenda's comment "In Europe they have tool libraries".
In SanFrancisco, we have a tool library, run by the Public Library
System.  At present,
they only stock hand tools because their facilities prohibit gas powered
tools but they are most useful for borrowing that long ladder one only
needs a couple of times a year.
One can use the web to see what is in stock and to reserve tools.
They also run tool safety classes and bring in contractors to lecture
and demonstrate
skills. Great place.
