For what its worth, these folks (below) are thinking and writing about
just such improvements in resource productivity.  Up to 90% reductions
are envisioned through a combination of technical & infrastructural
changes and social/behavioral/attitude adjustments.  European governments
are--in some respects--all over this idea.
Getting from idea to large scale implementation is another matter.
