[GBlist] EPA & Water Heater Insulation

Speaking of inspectors...has anyone ever heard of an EPA regulation or guideline that relates to foam pipe insulation near household water heaters?  Specifically, how close to a blanket wrapped tank gas water heater can a foam pipe insulation come to the top of the heater?  Are they thinking of fire danger?  This is run of the mill hardware store bought stuff, not particularly thick, for 1/2 in. pipe, not up against the exhaust flue.

I've always thought that most of the standby loses from a tank occur in the first few feet near the heater...so...

Thanks,
Steve
