Alan has suggested misters. I think a better solution can be found, that
would not waste a precious resource like water. Here in the south there
are many places facing water shortages in the not too distant future and
every drop counts. Perhaps it is the same in your area.
If within the budget, why not set up a portable structure similar to
those rented for outdoor functions. I have seen them marketed in a
number of places. Once the house is done you could use it as shading for
an outdoor seating area or additional car/lawn tractor etc.
