You are correct about adding VOCs as paints get darker.  I used to spec
Non-Toxica, which used a tinting system developed in Holland.  With that
system you could go quite far into the medium spectrum without adding
VOCs.  Regrettably, the owner of Non-Toxica failed to patent his product
and was forced out by a bigger company.  I have lost track of him so
don't know how to find out about anyone else using the tinting system.
