Would be wise to construct an insulated floor, and do some calculations on whether the internal gains from equipment can keep the enclosure from freezing. Permitting batteries and electronics to freeze is not good practice. You could underlay a slab with insulation, which would compliment insulating other surfaces.

Advise you contact a "forensic architectural consultant" such as Architectural Support Group, Inc. (1-410-768-9965) -- retain an outside expert to diagnose the problem and recommend a corrective course of action.

Also look up the American Concrete Institute on the net, and see what publications or standards they might have. The Portland Cement Association, in Illinois also has done a lot of work on concrete design and preventing failures.
