this is totally out of my area of expertise (i promised my college physics professor that, if he gave me a passing grade, i would never tell anyone i knew anything about physics) but it occurs to me:

instead of a cable brake, couldn't you run the cable between two wheels (harness attached to the axel of the lower) and just use a sort of modified (but readily available) bicycle wheel brake?  i'm sure there are lots of cable brakes made for gondolas etc, but for a dyi project, wheel braking seems much more feasible.

or maybe just a padded bellows at the bottom of the hill... you slam into it on arrival-- one big pump when you hit it that drives a given amount of water up hill (or, conversely, a ventilating puff of air through your hvac system.  a different way to say "honey, i'm home!")

at any rate... it sounds like fun!
