Exterior grade plywoods use low voc glues.  Oriented Strand Board (OSB) also
uses exterior low voc glues.

FINLAND COLOR PLYWOOD CORPORATION imports and distributes quality
presurfaced commercial grade wood products.
This product is not being promoted as green but offers a smooth, finished
look without plugs in the face and without voids in the edges.  This is
basically prefinished Baltic Birch.  Baltic Birch is often used for cabinet
drawer sides (and other things) because of its strength, stability, and
finished appearance.  I have not assessed its formaldehyde or other voc
