[GBlist] Recommend CFLs for outdoors in cold climate?

We're thinking of using 7W compact fluorescents in some required path
lights here in Ithaca (in sky-friendly full-cutoff fixtures), but I've
heard some negative buzz about performance of CFLs in the cold. Seems hard
to beat them for energy efficiency in the lower range of illumination we're
going for. Any recommendations of specific makes/models that have worked
well in the 0-32F range? (Or bad experiences?) Compactness is also a plus,
since it allows a greater choice of fixtures satisfying the no-glare
requirement.

thanks,
joe
