PV: heat

Greetings,

I have been asked to help a group of 7th graders design a PV powered bus
stop...for heating. Immediately I am reminded of Barry Commoner's word
"electricity is high-quality energy, and heating requires low-quality
energy." Nonetheless, I believe that PV/Batteries pose an opportunity to
store and control the heat to a small shelter more effectively than a
thermal system. I am envisioning either a hand-warmer (like a hand
dryer) or an IR bulb system. Are there any other ideas on converting PV
electricity to heat?
