You don't need a timer.  You need a control system.

If budget is an issue the following components will accomplish what you want
to do, will be easy to install, and won't cost an arm and a leg.

1 RR230 ACT receptacle receiver module (220VAC, 20A)  - $40.00
1 X-10 XT10A X-10 Mini-timer -$31.95

This should work providing the water heater is electric and does not exceed
20 Amps.  It will also allow you to plug your water heater into an
electrical outlet instead of having it direct wired.  In that regard, it
makes the entire system more modular.  These components can be removed when
you move and installed in your next home.
