You might think about an insulation blanket to go with your
timer. The usual insulation on a water heater can use some
help.
One of my favorite ways to control things is to use a lawn
and garden cheapo sprinkler timer. It can control other
things beside sprinklers and is LOW powered.
The outputs can run the low powered coil of a relay that can
easily run motors of many horsepower and has a back up
cheapo 9 volt battery. They are capable of cycling things
several times a day and have 4, 5 or 6 outputs and are
around 15 to 15 bucks on sale.
The relays can be had surplus for a few bucks and mount them
into a used electrical chassis with good grounding and such.
You'll be out 25 to 50 bucks and still have additional
outputs to control other things.
