The law is PURPA. That stands for Public Utility Regliatory (Public?) Act. Section 210 of the act bacically says that the utility company HAS to purchase electricity from anyone and that any individual can connect to the grid and cannot be denied access to it. It also states that the utility has to pay the customer an "avoided cost" which is another subjest altoegther.........
Also the utility calls all the shots normally NOT the customer, like extra insurance, what type of meter is needed, payment arrangements, etc. ........... good luck!
